Currently all refactorings are disabled for MXML attribute values although they are actionscript values. Implementation has to be aware of DOMTokens and be able to find/create the script block.

I think it is since for <Button alpha="89" /> an extraction of 89 is impossible since in alpha you cannot place a method which is called to get the value. If you wanna do this you have to write <Button alpha="{89}" /> and for that extraction is already possible. But maybe I am wrong I don't now.

The curly braces could be added as well then. We need a list of different usecases to decide what we want to implement and how. For now the refactorings in MXML attributes are disabled.
